WAL-MART WOES--The National Labor Relations Board issued two complaints this month against Wal-Mart Stores Inc. for unfair labor practices. The first was in response to charges filed by the Food and Commercial Workers days before a scheduled union election last year among 15 automotive department workers at the retailer's supercenter in New Castle, Pa. The second claims the company engaged in illegal activities during an organizing drive by Teamsters Local 955 at the retailer's Harrisonville, Mo., distribution plant.
