New Councilor Castle tried with all his might--
he'd get doggies in old Menomonie Park alright. 
But a conniving Cat Lobby made the humans afraid 
with tales of upredictable mutts capsizing a rollerblade.
Now Canine Bill's bill is all bark and no bite.
